County of Monroe Industrial Development Agency
COMIDA was created under Article 18A of the General Municipal Law of New York State, with the express goal of creating and retaining jobs for the purpose of reducing unemployment and economic deterioration. COMIDA goals also include protecting and promoting the health of Monroe County residents and increasing commerce by supporting the development of recreational facilities aimed at attracting tourists to visit Monroe County from outside of the area.
COMIDA provides assistance to qualified applicants/projects; however, COMIDA does not lend money for any projects. Instead, they provide assistance through tax exemptions, real property tax abatements, mortgage tax exemptions, and access to lower interest rates through tax-exempt bond issues. Assistance is available for acquiring, constructing, reconstructing, improving, maintaining, equipping and furnishing industrial, manufacturing, warehousing, commercial, research and recreational facilities.
COMIDA is subject to New York’s Open Meeting Law and the Freedom of Information Law, and COMIDA must comply with the New York State Environmental Quality Review Act (SEQR) for each project. Additionally, for each project receiving benefits exceeding $100,000, Imagine Monroe must conduct a Public Hearing prior to the board action on a project.
